Role Overview
Our client, withing the NHS is looking for a Digital Programme Manager. The postholder will be responsible for coordinating the development and delivery of digital programmes within the organisation. They will play a pivotal role in leading and delivering significant digital transformation initiatives. This position entails working closely with senior managers to oversee the implementation of agreed programme elements, providing strategic oversight in the design and implementation of programme governance structures, and reporting to the Head of Digital Transformation. The Programme Manager will lead high-profile programmes requiring strategic thinking, comprehensive programme management, and effective stakeholder engagement. This role involves collaboration across operational and clinical services to support the delivery of the organisation’s digital strategy and the development of policies, procedures, and practices with organisation-wide impact.
Dimensions
This is a key role within Digital Services, requiring close collaboration with digital colleagues and operational and clinical staff. Effective engagement with internal and external stakeholders is critical to delivering and embedding digital programmes of work.
The Digital Programme Manager will have experience delivering complex programmes and demonstrate detailed knowledge and skills in programme/project management and change management. The role also involves overseeing digital change and transformation, including the identification, monitoring, tracking, and realisation of benefits. The Programme Manager will engage with staff to facilitate user co-design of processes and ensure alignment of change management functions across digital and operational teams. Compliance with technical standards is essential, and the role includes line management responsibilities as well as occasional matrix management of project staff.
Core Key Responsibilities

Manage and monitor programmes, projects, and workstreams using recognised project management methodologies, ensuring reporting on performance, risks, issues, timing, quality, and benefits realisation.

Organise and attend meetings, maintaining formal records and robust audit trails.

Draft papers for strategic oversight and governance meetings.

Coordinate interdependent projects and workstreams.

Monitor and control programme budgets.

Be accountable for delivery of projects and workstreams to agreed quality, cost, and programme objectives.

Highlight and manage financial risks, implementing remedial actions if required.

Ensure compliance with legislation, regulations, and best practice methodologies.

Resolve issues arising during the project lifecycle with strong problem-solving skills.

Plan and organise work activities, including production and updating of project programmes.

Support programme governance and delivery groups.

Coordinate key meetings with internal and external stakeholders.

Maintain programme and project update reports and risk registers.

Develop policies and procedures to ensure successful delivery of programmes.

Advocate for excellent programme and project delivery and support innovation.

Contribute to the development of digital strategy and participate in related governance groups.
Specific Key Responsibilities

Plan programmes in line with organisational strategic priorities and core values.

Manage the full project lifecycle from initial discussion to completion and sign-off.

Maintain strong links with other transformation programmes and wider organisational development initiatives.

Provide regular reports to governance groups.

Develop comprehensive programme plans and ensure coordinated implementation across multiple projects.

Resolve complex and sensitive issues appropriately.

Ensure effective stakeholder engagement and communication throughout projects.

Produce progress and budget reports as required.

Prepare and present project updates and progress reviews to senior stakeholders, maintaining programme plans, Gantt charts, and process maps.
