EPR Programme Director

Programme Director – Joint Enterprise EPR Transformation Programme

Location: North West England
Contract: 2-Year Fixed Term Contract
Sector: NHS / Healthcare Digital Transformation

The Opportunity

A leading NHS collaboration across two North West Trusts is seeking an experienced Programme Director to lead the development and delivery of a transformational joint Enterprise Electronic Patient Record (EPR) programme.

This is a high-profile strategic role responsible for driving the vision, governance, and implementation readiness of a single, structured, real-time healthcare record that will support improved clinical pathways, operational efficiency, and future models of care.

Working closely with Executive Teams, senior clinical stakeholders, digital leadership, and the Integrated Care Board (ICB), you will play a pivotal role in shaping the programme from business case development through procurement, implementation planning, and transition into business as usual.

Key Responsibilities

  • Provide strategic leadership and overall programme direction for the joint Trust-wide EPR transformation.
  • Lead the development, approval, and delivery of the Full Business Case (FBC), ensuring alignment with organisational digital strategies and clinical priorities.
  • Establish robust programme governance, reporting structures, risk management, and assurance frameworks.
  • Work collaboratively with Executive Teams, clinical leaders, operational stakeholders, and the ICB to ensure successful programme alignment.
  • Coordinate procurement activity, supplier engagement, contract negotiations, and implementation planning.
  • Oversee key readiness activities including data migration strategy, clinical engagement, workflow optimisation, and change management.
  • Ensure the programme delivers a fit-for-purpose EPR solution that supports safe, effective, and digitally enabled healthcare delivery.
  • Build strong relationships across both Trusts, creating collaboration and ownership across all levels of the organisation.

Essential Experience

The successful candidate will bring:

  • Proven experience leading large-scale EPR, digital health, or clinical transformation programmes within the NHS or healthcare environment.
  • Strong understanding of enterprise EPR implementations, including procurement, business case development, governance, and delivery models.
  • Experience managing complex multi-stakeholder programmes across NHS Trusts, ICS/ICB environments, or similar healthcare systems.
  • Demonstrable ability to engage and influence Executive Boards, clinicians, operational teams, and external suppliers.
  • Strong knowledge of digital transformation methodologies, change management, and implementation readiness.
  • Experience overseeing data migration, integration planning, and transition into operational delivery.

The Role

This is a rare opportunity to lead a strategically significant NHS digital transformation programme, bringing together two organisations to deliver a future-focused EPR capability that will improve patient care, empower clinicians, and enable sustainable healthcare services across the region.

The successful Programme Director will be a credible digital leader, capable of navigating complexity, building consensus, and delivering transformational outcomes within a challenging and rewarding healthcare environment.
